This report is a comprehensive scoping review of the economics of curbing smoking in Turkey. TEPAV Tobacco Control Policy Research Team investigates the supply side of the market (stages of production from a value chain perspective and foreign trade in tobacco and its products) and the demand side (detailed statistics on tobacco use prevalence across demographic groups, on starting age, quitting behavior, and so on). The Team summarizes the available evidence on the health effects of tobacco use, considering both conventional and alternative products. With an aim to understand why the policies have not been sufficient to meet the targets in tobacco control effort, the set of price and non-price tobacco control policies conducted so far in Turkey are examined. This report further forms the basis of TEPAV’s second study on “The Economics of Curbing Smoking in Turkey: A New Agenda.”
